What do we need to end unsheltered homelessness in San Antonio?

Roughly 40 acres and $40 million on the high end in capital costs to construct shelters for 1,000 individuals, assuming the following:

• 27 shelters per acre
• No paid full-time staff
• All 1,000 units are oilfield housing
• The government doesn't shut us down due to inflexible zoning, building code, stormwater quality, and fire code laws that only allow for expensive, conventional building methods
